Aaron Caldwell was the deputy mayor of St. Aaulsberg leading up to the St. Aaulsberg Outbreak.

Earlier life[]

Aaron Caldwell was a lawyer in his earlier years and later joined the St. Aaulsberg city council. From 1975-1991, Umbrella Corporation relied upon the McCarthy Crime Family to kidnap human test subjects so that the victims would never be traced to the pharmaceutical company. By the time Caldwell became the deputy mayor of St. Aaulsberg, he was aware of the crimes committed by both organizations. Caldwell promised to cover up their activities and provided them with his political opponents to capture.

By the year 1992, Umbrella possessed enough assets to sustain itself and no longer required the McCarthy Crime Family's services. In order to tie up all loose ends, Caldwell arranged for the Scottish Mafia to assassinate Richard Lynch, the rival mafia's leader. In December 1992, members of the Scottish Mafia stormed into a restaurant owned by Lynch. Although they failed the assassination attempt, they managed to kill Owyn O'Shaunghnessy, Lynch's bodyguard, and also cause the McCarthy Crime Family leader to retire. Caldwell would then employ his personal security forces to assassinate and/or incarcerate all future leaders of the McCarthy Crime Family, ultimately leading into their dissolution. Still having ties with Umbrella, Caldwell managed to purchase a Tyrant T-103 from them he kept in storage.

St. Aaulsberg Outbreak[]

When the St. Aaulsberg Outbreak began, Aaron Caldwell failed to escape the city. He locked himself in his office protected by his security. All forms of communication he had to the outside world were out of commission. Luisa Escalera, a radio operator who worked for the municipal government, possessed the skills to alleviate the problem, but she was kidnapped by the Children of Falcar Christian cult. By chance, Aiden O'Shaunghnessey, son of Owyn O'Shaunghnessey, arrived with a fellow survivor at the municipal building seeking information on rescue. Caldwell told Aiden that only if he and his partner could rescue Luisa and bring her back safely would Caldwell be willing to talk. Knowing that the task would be too dangerous for only two civilians to accomplish, the deputy mayor reinforced the survivors with two of his security officers. Caldwell was paranoid that Aiden would discover the deputy mayor's involvement in the death of Owyn if he son had not already, so he secretly ordered his men to murder the survivors after their task was complete.

When Caldwell did not hear from his security officers, he knew that they had failed. Knowing that the survivors would try to access a cell tower, he sent more officers to patrol the nearest cell site. As a failsafe, he also decided to release his T-103 to hunt down Aiden and Luisa, with orders to kill the former and bring the latter in alive. Both means to eliminate Aiden and capture Luisa failed, with the former having been stopped by the mutated serial killer Doll-Face, and the latter having been halted by the teamwork of Aiden and his fellow survivors. As he did not possess the means to contact the outside world and St. Aaulsberg remained in quarantine for several more weeks, Caldwell's ultimate fate is unknown.
